Title 1 — Membership

Basics

NAP 9 divides all alliances into three categories.
Each state carries specific rights, protections, and obligations.
No alliance may occupy more than one membership state simultaneously.


⚖️ Definitions

Full MemberAn eligible alliance formally seated within the top nine by weekly power ranking and bound under the NAP 9 Covenant.
Associate MemberA non-voting alliance that voluntarily joins NAP 9 for protection and stability, but does not possess voting privileges.
Non-MemberAny alliance or entity not recognized or protected under NAP 9 governance.
CouncilThe nine-seat governing body composed of the Full Members’ representatives.
ClerkA neutral procedural officer responsible for verification, recordkeeping, and evidence management.

🔵 Article I — Full Members (NAP 9)

Summary

Full Members form the governing core of Server 1866.
They possess voting authority and full protection under NAP 9.

Section I — Eligibility

An alliance qualifies for Full Membership when it:

  1. Ranks within the top nine alliances by weekly power metrics, skipping ineligible alliances,
  2. Publicly affirms and abides by the entirety of this Covenant,
  3. Is in positive standing with the Council

Section II — Representation

Each Full Member must designate:

  • One (1) Voting Representative, typically the R5 or a delegated R4.
  • One (1) Alternate, empowered to vote only in the Representative’s absence.

Both representatives must maintain active communication on the official NAP Discord.

Section III — Rights & Privileges

  • Full NAP protection for lands the alliance currently holds.
  • Eligibility for Council voting.
  • Authority to propose amendments and motions.
  • Access to all governance channels and records.

Section IV — Duties & Obligations

  • Participate in all votes within the designated window.
  • Enforce penalties imposed upon their members.
  • Maintain conduct consistent with Council standards.
  • Uphold evidence integrity and respect Clerk neutrality.
  • Comply with land-related rulings issued by Council.

Section V — Loss of Full Membership

Loss occurs automatically or by Council action if:

  1. The alliance fails eligibility requirements defined in Section I; or
  2. Fails to participate in governance according to participation requirements; or
  3. Violates or refuses to enforce Council rulings.

Vacant seats are filled by the next eligible alliance in descending power order.

Section VI — Rank-Based Promotion and Demotion

If a Full Member alliance falls below the eligible top nine ranking, the following automatic transitions occur upon Clerk certification of the weekly ranking:

  1. The highest-ranked eligible Associate Member is immediately promoted to Full Member status and assumes the vacated Council seat.
  2. The displaced Full Member is immediately reassigned to Associate Member status and occupies the newly vacated Associate slot.

No vote, petition, or discretionary action is required for these changes.

Eligibility for Promotion

An Associate Member is eligible for promotion only if it:

  • is not under penalty, sanction, or investigation;
  • is not harboring banned or blacklisted players;
  • maintains an active R5 or designated representative;
  • has not opted out within the previous seven (7) days;
  • is in good standing under all NAP 9 requirements.

If the highest-ranked Associate is ineligible, the next highest-ranked eligible Associate is selected.

Associate Pool Empty

If no Associate Members exist, the displaced Full Member becomes a Priority Associate Member, temporarily exceeding the Associate cap.

A Priority Associate Member:

  • possesses all Associate rights and obligations,
  • does not count toward the Associate cap, and
  • is placed into the first available Associate slot once a vacancy occurs.

🟩 Article II — Associate Members

Definition

Associate Members are non-voting participants under NAP 9 protection.
They benefit from server stability while remaining outside the Council.

Section I — Eligibility

To be considered for Associate status, an alliance must:

  • Publicly accept all provisions of the NAP 9 Covenant.
  • Maintain an active R5 or appointed representative.
  • Be free of current sanctions, investigations, or blacklisted members.
  • Not have opted out of NAP 9 within the past seven (7) days.

Section II — Capacity

The total number of Associate Members shall never exceed seven (7), excluding any Priority Associate Members created under Title 1, Article I, Section VI.

Vacancies are filled on a first-come, first-served basis as verified by timestamp of petition.

Section III — Admission Procedure

  1. Petition Submission: The R5 posts in
    NAP Discord → #associate-applications, including:
    • Alliance Name & Tag
    • Applicant's In-Game Name
    • Statement of acceptance of this Covenant
    • Agreement to honor evidence and penalty procedures
  2. Clerk Verification: A Clerk confirms eligibility and available capacity.
  3. Automatic Admission: If compliant and within capacity, the alliance gains Associate status immediately upon Clerk validation.
  4. Queue Placement: If capacity is full, the petitioning alliance enters the official waiting queue in timestamp order.

Section IV — Rights & Limitations

  • NAP protection applies only to lands the alliance currently holds up to Level 5.
  • May submit evidence and attend Council sessions (non-voting).
  • No Council vote.
  • Must adhere to NAP 9 rulings and enforcement.

Section V — Opt-Out or Removal

Voluntary Opt-Out:

  • Achieved by public declaration in #associate-announcements.
  • Causes immediate loss of all protections and a seven-day (7) cooldown before re-application.

Involuntary Removal (Simple Majority):
Grounds include:

  • Repeated non-response to governance communication;
  • Refusal to honor penalties or rulings;
  • Harboring banned or blacklisted players;
  • Interference with governance operations.

Vacancies created by removal are filled automatically from the waiting queue.


🟥 Article III — Non-Members

Non-Members

Non-Members exist entirely outside the NAP 9 framework and enjoy no protection or procedural rights.

Section I — Status

Any alliance not recognized as a Full or Associate Member is a Non-Member.

Section II — Restrictions

  • No NAP protection or access to evidence procedures.
  • No right to petition or appeal before the Council.
  • Lands they hold are outside NAP protection and may be contested without NAP penalties.

🧾 Article V — Interpretation

Disputes regarding membership interpretation fall under the authority of the NAP 9 Governance Council, whose decisions are final and binding.
