Title 9 — Land Governance

Land governance defines how NAP 9 recognizes, protects, and adjudicates disputes involving lands that members currently hold.
NAP protection follows possession, not potential claims, intended ownership, or historical use.

LandAny capturable or holdable in-game territory, including but not limited to L1–L6 resource zones or capitals.
Held LandLand that an alliance currently occupies or controls at the moment an incident occurs.
InterferenceAny action that disrupts, damages, or obstructs an alliance’s ability to maintain its held land.
RestitutionA corrective action ordered by the Council to restore loss, return land, or offset harm caused by interference.
HandoffA Council-directed transfer of land from one alliance to another in order to resolve a conflict or fulfill a ruling.

Article I — General Principles

Section I — Possession-Based Protection

NAP 9 protects only the land an alliance currently holds at the time of an alleged incident.
Protection does not extend to:

  • future intended expansion
  • historical ownership
  • claims based on precedent
  • lands lost before a case is filed

Section II — Interference with Held Land

Interference with held land may be classified into an offense tier through the case system.
Statutes determine the tier; the Council determines the outcome.

Section III — Council Authority

When a land dispute is validated, the Council may:

  • order restitution
  • authorize or deny handoffs
  • direct corrective actions
  • determine fault and classification
  • refer complex cases to escalation (Title 8)

The Council does not intervene in hypothetical, speculative, or unprovable land disputes.


Article II — Full Members

Section I — Protections

Full Members receive NAP protection for any land they currently hold, regardless of level.

Section II — Dispute Handling

Incidents involving interference with Full Member lands:

  • may be filed as cases
  • must meet evidence requirements (Title 5)
  • may result in classification and Council-directed remedies

Section III — Council Remedies

Upon proof of interference, the Council may:

  • affirm the Full Member’s right to the land
  • order restitution of resources or position
  • mandate or forbid handoffs
  • issue corrective rulings under their authority

Remedies depend on classification and context; penalties are defined in Title 9.


Article III — Associate Members

Section I — Protections

Associate Members receive NAP protection for land up to Level 5 that they currently hold.

Level 6 lands are not protected for Associate Members.

Section II — Filing Rights

Associates may:

  • submit evidence
  • open land disputes through the case system
  • request restitution or corrective rulings

Associates do not possess:

  • Council vote
  • the authority to compel handoffs except by Council decision

Section III — Remedies

Upon validation, the Council may provide Associate Members with the same range of remedies available to Full Members, except where restricted by membership status.


Article IV — Non-Members

Section I — No Protections

Non-Members receive no protection for any land they hold.

Section II — Outside Jurisdiction

Land disputes involving Non-Members:

  • are not subject to NAP protection
  • do not qualify for evidence cases
  • do not require Council involvement
  • may be handled by any parties through gameplay without NAP consequences

The Council may still rule on matters indirectly involving Non-Members if a Member is harmed.
