🛡️ When Should YOU Use NAP 9?
Use the system whenever another alliance:
- plunders your Truck / Secret Task
- hits your tile or base without permission
- refuses compensation
- repeatedly griefs you
- ignores diplomacy
- hides banned/blacklisted players
- evades penalties
If anything feels unfair, destabilizing, or repetitive, NAP 9 is made specifically to handle it.
📸 Step 1 — Capture Evidence (Your Most Important Job)
Take 1–3 screenshots:
- Offender visible (IGN clearly shown)
- Timestamp (Server Time screens preferred)
- Context — what they hit or plundered
Avoid:
- cropped images
- DMs
- AI images
- collages
- after-the-fact explanations without proof
If you can’t show it, it didn’t happen.

Post the following:

- server time
- offender name
- short (≤3 sentences) explanation
- diplomacy attempts (if any)

A Clerk will:
- check the screenshots
- request fixes if needed
- assign a Case ID

- mark the case ACTIVE
Once ACTIVE → the Council is REQUIRED to handle your case.
No alliance can bury, silence, or derail it.
⚖️ How Cases Work (Player Version)
NAP 9 categorizes behavior:

Escalation is automatic:
- 2 Minors → Moderate
- 2 Moderates → Severe
Severe happens FAST if someone is repeatedly griefing the server.

- warned player
- required restitution (resources back to you)
- bans/expulsions
- watchlists
- blacklists
- alliance sanctions
If you’re the victim, YOU get restitution.

🧨 What If They Keep Doing It?
Good news: NAP 9 remembers patterns, even if YOU don’t know the history.
If someone is a chronic offender:
- Clerks recognize repeat offenders
- Cases escalate automatically
- Penalties become harsher
- Their alliance may be sanctioned
- They may be banned or blacklisted
You don’t need to know their past.
The system will handle it.
🛠️ Using Amendments (Players Can Influence Laws)
NAP 9 lets alliances add new rules, new penalties, or clarify systems through amendments.
Players cannot submit amendments directly
BUT you can:
- ask your Full-Member R5 or Delegate to sponsor one
- coordinate with your alliance leadership
- work with two other Associate Alliances (if you are one)
- three Associate Alliances together can propose an amendment
Amendments shape the future rules of the server.

Do I need to talk to the offender first?
Not required, but helpful.
If they ignore you, the case may become stronger.
What if the Clerk asks for more evidence?
Just post the missing items.
You get 6 hours to fix it.
Can the offender retaliate?
If they do, you now have two cases.
Can normal players check case history?
Yes, #case-log is public to Members.
Can I get in trouble by accident?
If it’s accidental and you cooperate, it’s easily only a Minor.
