New Alliance Guide
Procedural reference for alliances interacting with NAP 9. This guide explains how to enter the system, what protections apply, and what obligations follow.
NAP 9 recognizes three states: Full Member, Associate Member, and Non-Member. Each carries different rights and responsibilities.
1. Choosing Your Status
1.1 Associate Member (starting path)
- Non-voting participant.
- Eligible for NAP protection on L1–L5 land currently held.
- Can submit evidence and request case review.
- Must follow all penalties, compliance rules, and Clerk procedures.
This is the standard entry point for alliances seeking stability.
1.2 Full Member (governance seat)
- Occupies one of the nine Council seats.
- Gains voting authority on all cases and amendments.
- Receives full land protection for territories held.
- Must maintain high participation and strict procedural compliance.
Full Membership is not requested, it is earned through ranking and standing.
1.3 Non-Member (independent)
- No NAP protection.
- No case rights, no appeals, no land coverage.
- Interactions occur entirely outside the NAP system.
2. Joining as an Associate Member
Associate capacity is seven (7) seats, first-come, first-served.
2.1 Required Information
Your R5 must post the following in
NAP Discord → #associate-applications:
- Alliance Name + Tag
- R5 In-Game Name
- R5 Discord Tag (If applicant is not R5)
- Statement of acceptance of the NAP 9 Covenant:
“I accept all standards and procedures of the NAP 9 Covenant.”
- Statement of evidence/penalty compliance:
“I will honor all evidence rules and enforcement requirements.”
2.2 Clerk Verification
Clerks confirm:
- no active penalties or investigations
- no harboring of blacklisted players
- an Associate slot is available
If compliant → admission is immediate.
If full → the alliance is placed in the timestamped waiting queue.
2.3 Opt-Out Procedure
If leaving by choice:
- R5 posts in
#associate-announcements:“We are ending our alliance's participation NAP 9 effectively immediately.”
- All NAP protection ends immediately.
- A 7-day cooldown begins before re-application.
3. Path to Full Membership
Full Membership occurs automatically when eligible.
3.1 Eligibility
An alliance becomes a Full Member when:
- It ranks within the Top 9 by weekly power metrics (skipping ineligible alliances).
- It has affirmed the Covenant.
- It meets representation requirements.
3.2 Representation Requirements
A Full Member must appoint:
- 1 Voting Representative (primary)
- 1 Alternate (delegate)
Both must be active in NAP Discord governance channels.
3.3 Automatic Promotion / Demotion
When rankings update:
- The highest-ranked eligible Associate is promoted into the vacated seat.
- The displaced Full Member becomes an Associate.
- No vote or request is required.
If no Associate exists, the displaced alliance becomes a Priority Associate temporarily.
4. Protections and Limitations
4.1 Full Members
Protected for all lands currently held.
Eligible to vote, propose amendments, and access all governance records.
4.2 Associates
Protected for L1–L5 lands currently held.
May file evidence and request rulings but do not vote.
4.3 Non-Members
Protected for nothing.
All land and disputes occur outside NAP jurisdiction.
5. Obligations Inside NAP
All alliances inside NAP—Full or Associate—must:
- Submit evidence only in
#evidencewith Server Time and required items. - Wait for Clerk Case ID before engaging in case activity.
- Enforce penalties internally (bans, restitutions, tag removals).
- Avoid sheltering blacklisted players or evasion attempts.
- Respond to Clerks when procedural input is required.
- Follow Server Time for all deadlines and vote windows.
Silence, non-response, or refusal to enforce rulings can result in removal.
6. Operational Contacts
- Clerks → procedural questions (evidence, timestamps, IDs, deadlines).
- Council Representatives → land disputes, diplomacy, case context.
