Alternate's Quickref Guide

Operational reference for Alternates acting in place of the primary Voting Representative.

Delegates keep their alliance present, compliant, and properly represented when the primary is unavailable.

Delegates must follow the same procedural constraints as Council members, with the additional responsibility of staying aligned to their R5’s direction.


1. Role Definition

A Delegate:

  • casts binding votes when the primary Representative is absent
  • monitors active cases and vote windows
  • communicates outcomes and obligations to alliance leadership
  • maintains procedural neutrality and concise communication

A Delegate does not:

  • modify or challenge evidence handling
  • negotiate with Clerks
  • lobby outside Council channels
  • attempt to revise an already-cast vote

Your role is continuity and clarity: maintain your alliance’s presence without improvising policy.


2. Readiness Checklist

Before activation, ensure:

  • access to #case-log, #nap-votes, #nap-council-chat, #nap-announcements, and #nap-proposals
  • understanding of active cases, especially those that may require timely response
  • ability to reference Server Time and track 8h / 16h / 24h vote windows
  • familiarity with the standard vote format (explicit text, not reactions)
  • clear alignment with your R5 on expected stance for in-progress cases

Delegates must maintain availability and clarity; missing a vote counts the same as the primary missing it.


3. Activation Procedure

When tapped to act:

  1. Check #case-log for ACTIVE cases.
  2. Open each relevant Case ID and review the summary + evidence link.
  3. Confirm the classification (Minor / Moderate / Severe) is clear.
  4. Request procedural clarification from Clerks only if something is missing (broken link, missing timestamp, unclear offender).
  5. Cast a vote in #nap-votes using the exact format.
  6. Report vote and reasoning to your R5.
  7. Monitor for outcome posted by Clerks and relay compliance requirements back to your alliance.

Votes are locked; do not attempt edits after posting.


4. Conflict of Interest

Delegates must ABSTAIN when:

  • your alliance is the offender
  • your alliance is the victim
  • your alliance is explicitly affected by an amendment or penalty
  • you personally have involvement in the underlying event

If both the primary and the Delegate are conflicted:

  • the seat auto-ABSTAINS, and no substitute may be assigned mid-case
  • do not lobby other alliances to compensate for your recusal

Delegates should notify conflict-of-interest openly in Council chat.


5. Emergency Votes (8h Windows)

Emergency votes open for active aggression, land threats, or urgent ceasefire decisions.

Delegate responsibilities:

  • remain reachable when emergencies are ongoing
  • vote promptly; quorum is still 5
  • notify your R5 of highly consequential actions immediately

Emergencies require speed and precision, not argument.


6. Communication Standards

Delegates must maintain:

  • short, neutral messages
  • strict use of governance channels (no DM evidence submission)
  • no tone debates, no personal commentary
  • explicit, logged communication

If away or offline:

  • inform your R5 and ensure coverage
  • do not leave votes unrepresented without explicit instruction

7. Quick Macros (Discord-Ready)

Use this structure:

  • CASEID [TAG] YES
  • CASEID [TAG] NO
  • CASEID [TAG] ABSTAIN

Examples:

  • C-251202-01 [GMOB] YES

Reactions, emojis, or phrases like “I lean yes” are not votes.

Requesting Procedural Clarification

Requesting procedural clarification on [Case ID].
I need confirmation on: [timestamp / evidence link / classification].

Requesting Additional Context (Without Challenging Clerks)

For [Case ID], I understand the evidence but need more context before voting.
Can the reporting alliance provide a brief description of prior diplomacy attempts?

Declaring Conflict of Interest

For [Case ID], [TAG] is directly involved.
I am recusing due to conflict of interest and will ABSTAIN from this vote.

Noting Uncertainty (Using ABSTAIN Correctly)

For [Case ID], [TAG] will ABSTAIN.
We do not have sufficient information to support a YES or NO vote under the Covenant.

Confirming Compliance to Council

Compliance update for [Case ID]:
[offender IGN/alliance] has completed the required penalty.

8. Delegate Responsibilities Summary

  • respond quickly, vote clearly
  • confirm procedural integrity, not moral intent
  • maintain alignment with the R5
  • uphold NAP 9 standards for neutrality and transparency
  • keep your alliance compliant with rulings

Delegates ensure continuity. Your presence keeps your seat active, your alliance protected, and your governance legitimate.
