What is NAP 9?β
A structured governance system for Server 1866.
It defines membership, case handling, voting, penalties, and land protection using a formal, auditable process.
NAP 9 replaces informal diplomacy with rules that are consistent and trackable.
Why is it called NAP 9?β
Because it is governed by 9 Full Member alliances, each holding one seat on the Council.
Nine is the smallest stable size that still allows:
- resilience
- multi-timezone coverage
- quorum reliability
- shared responsibility
Is this related to the old NAP 15?β
NAP 9 is a full replacement.
NAP 15 was loose, unstructured, and optional.
NAP 9 is procedural, logged, and participation-driven.

Who can be a Full Member?β
Any of the Top 9 alliances in weekly power ranking (skipping suspended or opted-out alliances).
How does an alliance become an Associate Member?β
First-come, first-served:
- R5 posts a petition in
#membership-petitions - Clerk verifies eligibility
- If space is open (max 7), the alliance is added
- Otherwise, they enter the waitlist
Do Associate Members get protection?β
Yes β for lands they currently hold, up to Level 5.
They do not vote in Council matters.
What if an alliance opts out?β
They instantly lose:
- all NAP protections
- the ability to file cases
- evidence submission rights
NAP 9 does not cover independent alliances.

How long do votes last?β
- 24h β amendments, blacklists, expulsions, appeals
- 16h β standard rulings, moderate penalties
- 8h β emergencies or active attacks
If all 9 seats vote early β vote closes immediately.
What is quorum?β
- 5 of 9 total votes (YES / NO / ABSTAIN)
Absence does not count.
Whatβs the difference between Simple Majority and Supermajority?β
- Simple Majority (5 YES) β normal actions
- Supermajority (7 YES) β blacklists, amendments, expulsions
Does ABSTAIN count as a vote?β
Yes. ABSTAIN counts for quorum and signals that the representative is participating while staying neutral.

What are the three offense tiers?β

How does escalation work?β
- 2 Minors in 14 days β Moderate

What evidence is required?β

Not allowed: edited images, collages, DMs, unverifiable claims.
When does the Council officially receive a case?β
When a Clerk:
- validates evidence
- assigns a Case ID
- posts it in
#case-log
Everything before that is just a report, not a case.

What land does NAP 9 protect?β
Land an alliance is already holding at the moment of the incident.
- Full Members β all held lands
- Associates β lands up to Level 5
Does NAP 9 include land rotations or eligibility schedules?β
No. Protection is possession-based.
Any rotation system would require a future amendment.
π« Blacklisting & Harboring
What counts as harboring?β
Letting a banned or blacklisted player:
- remain in the alliance
- contribute to operations
- avoid penalties
Harboring causes immediate loss of NAP protection.
Grace Window:
Harboring applies once leadership receives official notice (Clerk post in #case-log or direct ping).
Alliances get up to 4 hours to remove the player.
Can blacklisted players ever return?β
Yes β with a 7/9 Supermajority vote.

What penalties can be appealed?β
Any penalty longer than 48 hours.
When do I file?β
Within 48 hours of receiving the penalty.
How does an appeal work?β

Outcomes:
- 5 YES β reduced
- 7 YES β overturned
- Otherwise β denied

What happens if a Council seat goes inactive?β
If a Full Member:
- misses 2 emergency votes β review
- misses 3 votes in 14 days β disciplinary review
Possible outcomes:
- downgrade to Associate
- loss of voting rights
Can an alliance lose Full Member status?β
Yes, if:
- they fall out of Top 9
- they are expelled
- they fail participation standards
The next eligible alliance moves into the open seat.

Yes, but only minimally. It green-lights Capitol tile hits only with mutual consent.
Tile hits without consent follow mirrored retaliation rules.
